The Dutch government is taking significant steps toward digital sovereignty by developing its own Linux operating system, aiming to replace US software with Linux and open-source alternatives. This initiative is partly in response to concerns about Washington’s political influence over European institutions, particularly following perceived threats to organizations like the International Criminal Court (ICC).
The operating system in development is a Linux distribution based on NixOS, a package manager created by Dutch developers. The plan is to gradually phase out popular US software solutions, especially those from Microsoft, in favor of this sovereign operating system and other open-source productivity applications.
NixOS, which launched in 2006, is crafted around the unique Nix package manager that supports cross-platform functionality and utilizes a functional programming language designed for easier configuration of Unix-like systems. The Digitaal Autonome Werkomgeving Overheid (DAWO) project is leveraging Nix and NixOS to create a comprehensive IT infrastructure for Dutch government and public institutions.
Efforts on the DAWO-based infrastructure began the previous year, driven by a commitment to establish a standard national IT ecosystem. Early pilot programs have already begun in limited settings, with plans to ultimately encompass all relevant institutions across the Netherlands. This initiative gained momentum after years of stagnation, spurred by the changing political landscape in the United States.
The push for digital independence can be seen across Europe, as various nations are investing in their IT infrastructures to reduce reliance on US-based services. For context, earlier incidents included the Netherlands blocking a US company’s acquisition of a vital application used by Dutch citizens, and Switzerland committing substantial funds to migrate away from Microsoft products.
This effort represents not just a technological shift, but also a broader movement among European countries to establish a self-sufficient digital environment that prioritizes local control over critical digital resources.
