A recent report from the Linux Foundation Europe highlights how the concept of digital sovereignty has become a major pillar of technology strategy across European organizations. The 2026 State of Open Source in Europe report reveals that an overwhelming 94% of organizations see digital sovereignty as essential, with 61% rating it as very important.
As organizations strive to control their technology supply chains, a shift is occurring towards not only using open-source software but also actively participating in the ecosystems that develop it. This development is crucial since almost 40% of contributions to foundational infrastructure projects, such as Kubernetes and OpenStack, come from European developers.
The report also indicates that organizations recognize the value of generative AI coding tools, with 76% asserting that these tools enhance their returns on open-source investments. Additionally, many organizations are responding to regulatory pressures by increasing their investments in managing open-source dependencies, with 48% of organizations maintaining versions of open-source projects that they’ve privately forked.
Despite the positive sentiment towards open source, there remains a significant challenge in governance, with 31% of organizations lacking a formal framework for managing open-source initiatives. This indicates a clear gap between the adoption of open source and the strategic oversight needed to maximize its potential.
“Europe has clearly heard the message on digital sovereignty. The next step is participation,” emphasized Thierry Carrez, general manager of Linux Foundation Europe. He argued that merely consuming open-source software isn’t enough for effective control; organizations need to contribute to and engage in its governance.
The report’s findings not only underscore the growing importance of open source in Europe’s tech landscape but also point to the need for robust governance structures to ensure that the benefits of open-source software are fully realized. As investment in digital infrastructure is expected to surge, organizations will need to move beyond passive consumption of software to thrive in a competitive technological landscape.
